Zgodnie z art. 20 ust. 1, 2 i 3 oraz załącznikiem III do rozporządzenia Rady (WE) nr 1005/2008 ¹  następujące państwa trzecie zgłosiły Komisji Europejskiej organy publiczne, które, w związku z systemem świadectw połowowych ustanowionym w art. 12 tego rozporządzenia, są upoważnione do:

a) rejestrowania statków rybackich pod ich banderą;

b) przyznawania, zawieszania i cofania licencji połowowych ich statkom rybackim;

c) potwierdzania prawdziwości informacji przedstawionych w świadectwach połowowych, o których mowa w art. 12, oraz zatwierdzania takich świadectw,

d) wprowadzania, kontroli przestrzegania oraz egzekwowania przepisów ustawowych i wykonawczych oraz środków ochrony i zarządzania, których muszą przestrzegać ich statki rybackie;

e) weryfikacji takich świadectw połowowych w celu wspierania właściwych organów państw członkowskich w drodze współpracy administracyjnej, o której mowa w art. 20 ust. 4;

f) przekazywania wzorów formularzy swoich świadectw połowowych zgodnych ze wzorem zamieszczonym w załączniku II; oraz

g) uaktualniania takich zgłoszeń.
