Decyzja wykonawcza 2023/1534 w sprawie wyboru podmiotów wchodzących w skład początkowej sieci europejskich centrów innowacji cyfrowych zgodnie z rozporządzeniem Parlamentu Europejskiego i Rady (UE) 2021/694
DECYZJA WYKONAWCZA KOMISJI (UE) 2023/1534z dnia 24 lipca 2023 r.w sprawie wyboru podmiotów wchodzących w skład początkowej sieci europejskich centrów innowacji cyfrowych zgodnie z rozporządzeniem Parlamentu Europejskiego i Rady (UE) 2021/694(Tekst mający znaczenie dla EOG)
KOMISJA EUROPEJSKA,
uwzględniając Traktat o funkcjonowaniu Unii Europejskiej,
uwzględniając rozporządzenie Parlamentu Europejskiego i Rady (UE) 2021/694 z dnia 29 kwietnia 2021 r. ustanawiające program "Cyfrowa Europa" oraz uchylające decyzję (UE) 2015/2240 1 , w szczególności art. 16 ust. 3 akapit pierwszy i art. 23 ust. 2,
a także mając na uwadze, co następuje:
(1) Na podstawie art. 16 ust. 3 rozporządzenia (UE) 2021/694 Komisja wybiera podmioty wchodzące w skład początkowej sieci europejskich centrów innowacji cyfrowych.
(2) Aby dokonać wyboru europejskich centrów innowacji cyfrowych wchodzących w skład początkowej sieci na podstawie wykazu podmiotów kandydujących wskazanych przez państwa członkowskie, Komisja opublikowała dwa zaproszenia do składania wniosków i oceniła przedłożone wnioski przy wsparciu niezależnej rady ekspertów. Pierwsze zaproszenie (DIGITAL-2021-EDIH-01-INITIAL) zostało opublikowane 17 listopada 2021 r. i zamknięte 22 lutego 2022 r., a drugie zaproszenie (DIGITAL-2022-EDIH-03) 29 września 2022 r. i zamknięte 16 listopada 2022 r. W obu ocenach Komisja w jak największym stopniu uwzględniła opinię każdego państwa członkowskiego przed dokonaniem wyboru europejskich centrów innowacji cyfrowych na jego terytorium.
(3) Komisja wybrała 136 wniosków w ramach pierwszego zaproszenia i 15 wniosków w ramach drugiego zaproszenia.
(4) Aby umożliwić państwom członkowskim finansowanie większej liczby europejskich centrów innowacji cyfrowych
na ich terytorium, europejskie centra innowacji cyfrowych, które pomyślnie przekroczyły wszelkie progi oceny, lecz ze względu na brak środków w budżecie przeznaczonym na zaproszenie do składania wniosków w danym programie prac nie mogły być finansowane, powinny otrzymać pieczęć doskonałości zgodnie z art. 23 ust. 2 rozporządzenia (UE) 2021/694.
(5) Środki przewidziane w niniejszej decyzji są zgodne z opinią Komitetu Koordynacyjnego ds. Programu "Cyfrowa Europa",
PRZYJMUJE NINIEJSZĄ DECYZJĘ:
Artykuł 1
Wybiera się europejskie centra innowacji cyfrowych wchodzące w skład początkowej sieci, jak określono w załącznikach I i II.
Artykuł 2
Wykaz podmiotów wybranych do finansowania w ramach programu "Cyfrowa Europa" przedstawiono w załączniku I.
Podmioty, którym przyznano pieczęć doskonałości, wymieniono w załączniku II.
Artykuł 3
Niniejsza decyzja wchodzi w życie dwudziestego dnia po jej opublikowaniu w Dzienniku Urzędowym Unii Europejskiej.
