Zgodnie z artykułem 20 (1), (2), (3) i aneksem III rozporządzenia Rady (WE) nr 1005/2008⁽¹⁾, następujące pozostałe kraje zgłosiły do Komisji Europejskiej swoje administracje publiczne, które w zakresie planu certyfikacji połowów utworzonego poprzez artykuł 12 rozporządzenia są uprawnione w zakresie:

a) rejestru statków rybackich, podnoszących banderę kraju, w którym są zarejestrowane;

b) wydawania, czasowego zawieszania i cofania licencji rybackich statkom rybackim swojego rejestru;

c) potwierdzania wiarygodności informacji zawartych w certyfikatach połowowych, o których mowa w artykule 12, jak również legalizacji tych certyfikatów;

d) wprowadzania, kontroli i egzekucji prawa, przepisów, zasad ochrony i zarządzania, których muszą przestrzegać statki rybackie własnego rejestru;

e) przeprowadzania weryfikacji wydanych certyfikatów połowowych, wspierając właściwe władze krajów członkowskich poprzez współpracę administracyjną określoną w artykule 20;

f) przekazywać do wiadomości wzory wydawanych certyfikatów połowowych zgodnie ze wzorem określonym w aneksie II; i

g) aktualizacji tych informacji.
